That&#8217;s pretty much <a href=\"http:\/\/sinkers.org\/stage\/?p=1538\" target=\"_blank\">the situation we&#8217;re looking at<\/a> here in the District Of Columbia.<\/p>\n<p>In every session for the past four years, <a href=\"https:\/\/harris.house.gov\/\" target=\"_blank\">Rep. Andy Harris (R-MD)<\/a> has inserted a <a href=\"https:\/\/blog.norml.org\/2017\/08\/31\/norton-files-amendment-to-strike-anti-home-rule-rider-for-dc\/\" target=\"_blank\">&#8220;rider&#8221;<\/a> into the budget bill, preventing the District Of Columbia from passing laws to establish a framework and budget for <a href=\"https:\/\/www.nbcwashington.com\/news\/politics\/Bowser-Unveil-Plan-to-Sell-Recreational-Marijuana-Legalization-Cannabis-509379411.html\" target=\"_blank\">implementing the legal sale of cannabis in Washington, DC.<\/a> As of 2014, it&#8217;s been legal to possess, grow and consume cannabis (on private property), but we&#8217;re still trapped in a &#8220;gray market&#8221; or &#8220;sharing economy&#8221; in which actual cash sales are illegal \u2014 thanks to Rep.
